The following principles draw on leading international frameworks—including the UNESCO Recommendation on the Ethics of AI (2021), the UNESCO Guidelines for the Use of AI Systems in Courts and Tribunals (2025), the OECD AI Principles (2019), and the Council of Europe CEPEJ European Ethical Charter on the Use of AI in Judicial Systems (2018)—as well as guidance from judiciaries, recommendations of national human rights institutions, and analyses by digital rights organisations across Asia–Pacific. These principles are organised under three complementary normative frameworks that underpin UNDP’s approach to governance and justice: the human rights-based approach (HRBA), rule of law, and people-centred justice. These are supplemented by essential technical safeguards. Together, they provide an integrated foundation for the responsible design, governance, and deployment of AI in the justice sector.
